Description
A Torsional Viscous Vibration Damper which consists of an inertia ring freely supported and located by bearings inside a sealed housing. The clearance between the inertia ring and casing is filled with a measured amount of highly viscous silicone fluid. The damping is provided by the shearing effect of the fluid due to relative motion between the inner ring and outer casing. The damper casing incorporates a mounting flange which is rigidly attached to the fore end of the crankshaft of an internal combustion engine. The outer diameter of the casing may also be grooved to provide a drive for a belt or belts. The dampers are assembled on production lines and then welded, creating a sealed unit that can never be opened and the components used to produce them are purchased from many different countries, mainly China. Packaging is bespoke, dependent on the customer and damper size. Small dampers use returnable packaging owned by the customer in Europe which are mainly plastic. Larger dampers use wooden one off packaging.

Justification
Classification has been determined in accordance with the following: For the purposes of determining the commodity codes within which goods most appropriately fall, reg 3 (1) of The Customs Tariff (Establishment) (EU Exit) Regulations 2020 sets out that the rules of interpretation contained in the following have effect – a. Small dampers in returnable plastic, larger dampers in wooden one off packaging.
